I've hit a few Radar sites that were guarded by rats, but after killing them I hacked the cans and there was nothing in them -save for some parts that most peeps just leave behind. So I have two questions:
Is it possible to hack the cans without killing the rats?
Do the rats re-spawn after a certain amount of time?
Out of 3 or more cans I'd expect to see some form of worthwhile loot in at least one of them (unless it's a sign that I need to stop playing the lottery).

Thanks -but you're kinda missing the questions I raised in the original post:
Do you have to kill the rats before opening the cans? On your blog you mention being able to tank the spawns, but you don't say if you have to kill the rats before the cans will open.
FWIW: I've scanned out and ran Radars in both high and low sec. So far the only differences I've seen are that the low sec sites have more / tougher rats, and the lowest payout from running a low sec site has been 10 mill. But I've pulled as much as 20 mill in decryptors out of high sec Radar sites. The quantity of what you get and the number of cans in a site is random, although there is a higher chance that a can will have something of value in low sec and there seem to be more cans.
So far I haven't found any blue prints that were really valuable -at least not more valuable than the decryptors.

I hit a high sec site last night that had 2 battleships and 5 frigates. I think I pulled 4 mill in loot out of it. Another site had no rats, fewer cans, and I made 14 mill -just doesn't seem right

Update: Although a limited test, it seems that you do not have to kill off all of the rats in the initial spawn, and there seems to be one unique rat that is keeping the cans locked. But once a new spawn appears the cans are locked out and cannot be hacked until the new spawn is cleared. So ignoring the rats completely isn't possible.
